Now, some have mentioned that 2004 is not listed as a supported version for 2009 UPM, but the Citrix documentation says precisely this “Citrix Profile Management supports the latest version of Windows 10 available at the release time of Profile Management”. I am seeing a couple of issues with WEM. 1. Citrix Profile Management settings do not work unless you restart the service before a user logs on (I’m seeing this on a Windows 7 VDA). Even refreshing the cache via startup script does not correct this issue… the only way I have found thus far is to remotely restart the Norskale/netlogon services.
Using Citrix Workspace Environment Management (WEM), this delay can be greatly minimized! Citrix WEM uses intelligent resource management and Profile Management technologies to provide the best logon experience to users in Citrix XenApp and XenDesktop deployments. Citrix UPM should in fact work straight out of the box. Just configure the settings in Citrix Studio, GPO or WEM and all should be well. Citrix Profile Management, the free solution that comes with XenApp and XenDesktop is easy to configure but also easy to mess up. This utility is configured via GPO either using .adm or admx files.

In some cases (e.g. migrating a profile from a WEM server to a GPO server and back), the cached settings may cause the Citrix WEM Agent not to apply some settings properly. WEM does not have profile management included, but it is integrating with other profile management products. For historical reasons, probably, the solutions of Microsoft (UE-V), Citrix Profile Management, and the old VMware Persona Settings are included. I guess Citrix will only focus on Citrix Profile Management for the upcoming versions. To optimize Windows performance, WEM has an offline cache database that includes a per-machine cache that stores non-user parameters (Microsoft USV, Citrix Profile Management), and a per-user cache that stores user parameters (assigned actions, start menu settings, etc.).
